This might come as a bit of a surprise but it really doens't take much to start road racing. First you'll need some experience on a real track. Most go to SCCA (Sports Car Club of America) certified driving schools to learn vehicle dynamics and basic racing techniques. After you complete these courses, you'll have to finish one SCCA race and Voila~! You got your SCCA pro racing license. Wasn't that easy? I am not really sure on the exact details but I will post it when I find out more.
Most people start out by going to driving schools. They require you to have a valid driver's license, a snell approved helmet and a roll bar if you drive a convertible.
There are quite a few driving schools around CA (not sure if all are SCCA certified...) and I'll list some that i know:

You can get all your protective racing gear from www.subesports.com, these are great guys...they often come out and instruct at speedtrial events for free so I find speedtrial to be best bang for the buck :)
Keep in mind that driving at track speeds is dangerous so please don't go thinking you're beat everyone and prove that you're just as good as Michael Schumacher or Jeff Gordon....over-confident first time drivers most often find themselves in the dirt so please be careful...you car can be totalled pretty easily going at 120mph.
